The Chandigarh police on Thursday booked Shatrujeet Singh Kapur, the DGP of Haryana, in relation to the suicide abetment of Y. Puran Kumar, a 2001 batch IPS officer. Kumar shot himself at his residence in Chandigarh on Tuesday. He left a note where he blamed top police officials, including the DGP, for the extreme step.
The note stresses the burden that officers often go through, as Kumar lists job pressure, dissatisfaction, and harassment as the reasons for his action. It also mentions the names of 15 officers, including current and retired officers, who, according to Kumar, have been vengeful and harassed him.
His wife, Amneet P. Kumar, a 2001 batch IAS officer, filed a complaint alleging that SP Narendra Bijarniya should be arrested for the suicide of her husband. Following this, a 21-page FIR was filed under Section 108 and 3(5) of BNS, relating to the abetment of suicide, and Section 3(1)(r) of the Scheduled Castes and Scheduled Tribes Act of 1989. The FIR mentions the names of all the accused listed by Amneet and in Kumar’s letters.
Kumar’s letter holds Kapur responsible for pushing him to suicide after he asked him to commit a criminal action. The victim belongs to Andhra Pradesh and was last posted as the Inspector-General of Police at the Police training college in Sunaria in Rohtak.
Kapur was famous for his anti-corruption efforts and belonged to the 1990 batch. He headed the anti-corruption Bureau in Haryana, which was earlier called the State Vigilance Bureau. He was appointed as the DGP two years ago and will retire in 2026.
The case highlights the issue of corruption and pressure in the higher bureaucracy and service.
